How do I earn skill points?

Deal damage to mobs. Damage fills your level progress, and every Soulrend level gives one skill point, up to 200 points at level 200. A Wisdom Scroll gives one more; experience levels can’t be traded for points.

See Earning Levels for what damage counts and how much each level needs, and Skill Trees for spending the points.
